About this opportunity

The City of Douglas, Georgia is issuing a Request for Proposals for the selection of an engineering firm to provide comprehensive pre- and post-award services for a Community Development Block Grant Disaster Recovery (CDBG-DR) project administered through the Georgia Department of Community Affairs. The scope of engineering services includes preparing preliminary engineering reports, planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout, with a primary focus on public infrastructure improvements encompassing water, sewer, street paving, and drainage systems. Selected firms must deliver preliminary engineering reports within 30 days of selection and provide final plans and specifications on a timeline specified in their proposal, while maintaining and certifying all Build America Buy America (BABA) documentation and manufacturer certifications throughout construction for transfer to the grant recipient. Required qualifications include demonstrated experience with CDBG-funded projects, ability to supply major engineering disciplines, knowledge of the local community, qualified staff expertise, errors and omissions insurance coverage, and the capacity to meet all preliminary engineering report deadlines. Evaluation will be conducted using a scoring methodology across six criteria: ability to supply all major disciplines, experience with the type of construction involved, knowledge of the community, staff expertise, prior CDBG experience, and cost competitiveness, with scores ranging from one (poor) to four (excellent). Proposals must be submitted in triplicate to the City Clerk at 302 S. Madison Avenue, P.O. Box 470, Douglas, GA 31534, with a firm deadline of 2:00 p.m. on June 11, 2026, with no proposals accepted after this date and time.

This procurement is designated as a Section 3 Covered Contract under the HUD Act of 1968, and Section 3 Business Concerns are strongly encouraged to apply, requiring selected contractors to make good faith efforts to hire Section 3 workers and subcontractors with emphasis on economically disadvantaged individuals and residents of the project area. All engineering firms must comply with federal and state contract provisions, including Title VI of the Civil Rights Act of 1964, Section 109 of the Housing and Community Development Act of 1974, the Fair Housing Act, Section 504 of the Rehabilitation Act of 1973, Title II of the Americans with Disabilities Act of 1990, the Architectural Barriers Act of 1968, and Build America Buy America requirements, as well as Georgia's Security and Immigration Compliance Act with E-Verify participation. Standard contractor requirements include maintaining minimum insurance coverage of $1,000,000 for both bodily injury and property damage liability, plus statutory workers' compensation coverage. The City reserves the right to accept or reject any proposals and waive informalities in the proposal process, and the selected engineering firm may be offered the opportunity to provide services for future community and economic development projects for a limited time period contingent on grant funding availability. No specific award values or budget ranges are provided in the solicitation documents.
