About this opportunity
The ARNG-MTC Fort Pickett Forestry Section is soliciting bids for personnel, equipment, and supplies to treat and eradicate Kudzu across approximately 10 acres at Fort Pickett in south central Virginia near Blackstone, with bids due August 12, 2026 at 10:00 a.m. under a Quick-Quote format.
Work must commence within 30 days of award and be completed no later than September 29, 2027. The treatment schedule requires one application before October 15, 2026, and two additional applications between May and September 15, 2027, across five scattered work areas in the Northern and Southern Maneuver areas. The contractor must use ground-based sprayer and cut-vine application methods with specified herbicides: Capstone at 144 oz/ac for applications one and three, and Escort at 4 oz/ac for application two, all applied at 10 gallons/ac. Pricing is on a per-acre basis for each application, with all equipment, chemicals, materials, and labor costs included.
The contractor must hold all required licenses and certifications for herbicide application in Virginia, coordinate exclusively with the designated Forestry Point of Contact, and submit daily Virginia Army National Guard Pesticide Use Reports. Operations are subject to weather restrictions: wind speeds may not exceed 10 mph, and application must be avoided during or immediately after precipitation. Terrain conditions include gently rolling ground with some areas exceeding 8% slope, rutted, rocky, and rough sections; the contractor is responsible for completion regardless of terrain.
Award will be made to the lowest responsive and responsible bidder based on grand total cost. Payment is contingent upon work completion, approval by the Fort Pickett Forester or Contract Administrator, and proper invoicing. All bids must comply with eVA registration requirements and applicable Virginia procurement regulations. Non-DSBSD-certified small businesses incur a 1 percent vendor transaction fee capped at $1,500 per order. The contractor must provide digital shapefiles of treated areas upon completion.
