About this opportunity

The Commonwealth of Virginia Department of Military Affairs is requesting bids on Building Automation Systems support services under IFB #123-26-008, with bids due October 27, 2026 at 11:00 a.m. through eVA, and a mandatory virtual pre-bid conference on October 13 at 11:00 a.m. via Microsoft Teams. Bidders must hold a Class A License with the Department of Professional and Occupational Regulation and be Schneider factory-authorized service contractors — both are hard eligibility gates.

The solicitation establishes contracts with multiple qualified vendors per zone to provide preventive maintenance, emergency repair, software support, training, and system upgrades for Schneider EcoStruxture and Schneider Building Automation Systems equipment statewide. Services include quarterly comprehensive preventive maintenance with system backups and diagnostics; monthly remote monitoring; annual point-to-point calibration checks; on-call emergency repairs (one-hour phone response, eight-hour on-site response); non-emergency repairs (next-business-day phone response, four-day on-site response); remote support and diagnostics; and annual training.

The contract period runs from January 1, 2027 or award date, whichever is first, through December 31, 2027, with four optional one-year renewals. Bidders must submit firm-fixed hourly rates covering all direct and indirect overhead, contract management, project management, supervision, tools, equipment, consumable supplies, transportation, and mileage — no extra costs are permitted. A Small Business Subcontracting Plan is required from all bidders, with the Commonwealth's statewide goal of 42 percent of purchases from DSBSD-certified small businesses.

Minimum insurance requirements include workers' compensation (statutory), $100,000 employer's liability, $1,000,000 commercial general liability per occurrence / $2,000,000 aggregate with the Commonwealth as additional insured, and $1,000,000 automobile liability. References from at least three similar-service organizations are required. Bidders failing to attend the mandatory pre-bid conference will be deemed nonresponsive.
