About this opportunity
Central Ohio Behavioral Healthcare (COBH) is soliciting bids for comprehensive plumbing services for its main and forensic buildings in Franklin County, Ohio, covering State Fiscal Years 2026 and 2027. The procurement seeks a contractor to perform preventative maintenance, repairs, and emergency plumbing services, including clearing clogged lines, repairing leaks, and system inspections. Specific deliverables include bi-annual inspections of two Turbo96 condensing gas water heaters, with checks of low water cut-off and electronic ignition flame in August and February. The contractor must provide 24/7 emergency response within 2 hours and maintain adequate personnel and equipment to handle service needs. Evaluation criteria will assess plumber experience/certification (30%), references (10%), experience with mental health and forensic facilities (40%), hourly rates (10%), and lump sum rates (10%), with a minimum acceptable score of 300 points. The proposal is due on May 20, 2025, with the contract period running from July 1, 2025, through June 30, 2027, and must be submitted through the Ohio|Buys website.
While no specific set-aside designations for disadvantaged enterprises are mentioned in the documentation, the RFP requires contractors to have licensed plumbers with a minimum of three years' experience. The total anticipated contract value is $35,000 per fiscal year, with parts limited to $15,000. Invoicing requirements mandate itemized documentation that clearly separates labor and material costs, with materials potentially provided by COBH or requiring pre-approved quotes from the contractor. Service rates must be specified for normal working hours (7:30 a.m. to 4:00 p.m., Monday through Friday), weekends, and holidays, with emergency service rates to include all related equipment and personnel costs. Hourly charges for emergency services will commence upon arrival at the facility, and all proposed rates must be accompanied by written certifications. No information is provided about incumbent vendors or existing technological infrastructure requiring integration.
