About this opportunity
Central Ohio Behavioral Healthcare is soliciting bids for a comprehensive boiler maintenance and testing contract for Fiscal Years 2026 and 2027, covering two facility locations in Columbus, Ohio. The procurement involves maintaining ten hot water boilers across the Central Ohio Behavioral Healthcare (COBH) main building and Moritz Utility Building, with specific maintenance requirements including quarterly preventive inspections, semi-annual boiler firings, and annual comprehensive maintenance. Contractors must perform detailed services such as testing operating and safety controls, checking condensate systems, inspecting boiler piping, and conducting combustion efficiency assessments. The pre-bid walkthrough is scheduled for May 7, 2025, at 2200 West Broad Street, with proposals due by May 20, 2025. Evaluation criteria will assess technician experience/certification (30%), references (10%), experience servicing mental health facilities (20%), experience with forensic facilities (20%), and competitive market pricing (20%), with a minimum acceptable score of 300 points required for contract award.
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Emergency service capabilities are a key requirement, with contractors needing to provide 24/7 response times within two hours of notification. The contract requires itemized invoicing distinguishing labor and materials, with the potential for COBH to provide materials with prior approval. While no incumbent vendor is mentioned, the contract covers two fiscal years (July 1, 2025 through June 30, 2027) with provisions for additional emergency and supplemental services. Hourly rates for services during normal working hours, weekends, and holidays must be clearly specified, and contractors must submit written certifications. Although a specific budget range is not provided, the comprehensive maintenance requirements suggest a potentially substantial contract value covering labor, equipment, and potential repair services for the behavioral healthcare facility's critical boiler infrastructure.
