About this opportunity

The City of Arroyo Grande Public Works Department is requesting sealed bids for the FY 2026 Streets Overlay Project (PW 2025-01), with bids due June 11, 2026 at 2:00 p.m. The project is subject to prevailing wage requirements per San Luis Obispo County rates and federal Buy America Build America Act (BABA) compliance, requiring all iron, steel, manufactured products, and construction materials to be produced in the United States unless exempt.

The scope encompasses Hot Mix Asphalt paving at multiple specified depths, utility adjustments, curb ramp reconstructions, striping, signage, temporary traffic control, and approximately 80 additional line items as detailed in the bid book. Two bid alternates provide optional scope additions. The prime bidder must hold a California Class A General Engineering Contractor license. All contractors and subcontractors must be registered with the California Department of Industrial Relations and submit valid Certificates of Reported Compliance for CARB off-road diesel equipment compliance, effective January 1, 2024.

The estimated construction cost is $10 million with an 80 working-day contract duration. A 10% bid guarantee (cash, certified check, or bond from a California-admitted surety insurer) is required. The successful bidder must furnish Faithful Performance and Labor and Material Payment Bonds, each equal to 100% of the contract price, within ten working days of Notice of Award. The City retains 5% of each progress payment. Liquidated damages are assessed at $750 per day for delay beyond the 80 working-day completion period. Bids remain valid for 90 calendar days after opening.

A non-mandatory pre-bid conference was held May 29, 2026 (already occurred). Questions were due June 1, 2026 at 4:00 p.m. The project is partially federally funded with Community Development Block Grant funds, requiring contractor SAM.gov registration and federal lobbying certifications. Award will be to the lowest responsive, responsible bidder based on the base bid plus bid alternate 1.
