About this opportunity

The City of Fort Worth is soliciting bids for removal and replacement of the Air Traffic Control Tower generator at Fort Worth Spinks Airport, with electronic bids due August 13, 2026 at 2:00 PM CDT and a pre-bid conference on July 27, 2026 at 10:00 AM CDT. A 30% small business participation goal applies, with small businesses defined by SBA standards and certified by NCTRCA, DFW MSDC, WBCS, or TxDOT. Nonresident bidders must comply with Texas Government Code Chapter 2252 underbidding requirements.

The scope consists of five line items: removal of the existing generator and diesel fuel tank, demolition of the current concrete pad and site restoration, construction of a new 10-foot by 12-foot concrete pad, acquisition of a new 60-kilowatt generator, and installation of the new generator with associated electrical infrastructure. The new generator must be NFPA 110 Level 1, Type 10 Emergency Power Supply System with a weatherproof enclosure and sub-base diesel fuel tank with minimum 96-hour capacity at full load. Work requires installation of a new Automatic Transfer Switch on the control tower exterior wall and new conduit runs connecting the generator to the ATS and auxiliary panel. All work must comply with National Electrical Code, NFPA standards, OSHA regulations, and NCTCOG Public Works Construction Standards. Contractors must perform utility locates prior to construction, protect existing utilities, and coordinate with utility representatives. A four-hour startup and testing period per NFPA 110 Level 1 Type 10 standards is required after installation. All power disconnections must be scheduled outside airport operational hours (7:00 AM to 10:00 PM). Pavement damage repair, including public roads, is the contractor's responsibility.

The contract term is 180 days from commencement, with liquidated damages of $750 per day for failure to achieve Final Acceptance within the specified timeframe. Contractors must perform at least 35 percent of the contract value with their own organization unless City approval is obtained otherwise. The project is funded through FAA funds passed through the Texas Department of Transportation—Aviation Division. Prequalification documentation is due seven calendar days before bid opening. A bid bond equal to 5% of the maximum bid price is required. Bids must be submitted electronically through the Bonfire Procurement Portal; late submissions will not be accepted.
