About this opportunity
The Town of Manchester Water and Sewer Department is requesting proposals for furnishing and installing inserts for Siphons 1 and 3 at the Globe Hollow Water Treatment Facility under RFP 26/27-17, with proposals due November 17, 2026 at 11:00 a.m., and a non-mandatory pre-bid meeting scheduled for November 3, 2026 at 10:00 a.m. at the facility. This is a public works project subject to Connecticut Department of Labor prevailing wage rates.
The scope encompasses replacing siphon piping and repairing associated discharge valves in the trough to match repairs previously completed on Siphons 2 and 4. The contractor must furnish all labor, materials, equipment, tools, supervision, permits, and fall protection. All materials must be NSF/ANSI 61-compliant for potable water treatment service. Both sedimentation basins will be drained by the Town before work starts; Siphon No. 1 must be completed and returned to service first, operated for one week, then Siphon No. 3 must follow. The plant remains operational throughout. All employees in mechanic, laborer, or worker classifications must complete a 10-hour OSHA-approved construction safety and health course.
Evaluation is weighted 25 points for familiarity with Globe Hollow Water Treatment Plant, 25 points for project schedule, and 50 points for price. Questions are due November 10, 2026. A bid bond or cashier's check equal to 5% of the total bid amount must accompany each proposal. The successful contractor must provide Performance and Labor and Materials Bonds each equal to 100% of the contract price within 10 business days of award or before work commences. Comprehensive insurance coverage is required, including Commercial General Liability ($1 million combined single limit per occurrence/$2 million aggregate), Automobile Liability ($1 million), and Umbrella/Excess Liability ($1 million), with the Town named as additional insured on a primary and non-contributory basis. Contractors must contact the Labor Commissioner by July 1 of each year during contract duration to obtain annual prevailing wage rate adjustments. Proposals must be submitted electronically through the Town's OpenGov procurement portal.
