About this opportunity
The Medical University of South Carolina is requesting proposals for a functional Near-Infrared Spectroscopy system under RFP, with proposals due October 21, 2026 at 11:00 AM EST and a non-mandatory pre-proposal conference on September 22, 2026 at 11:00 AM EST via Microsoft Teams. This is a one-time purchase with delivery required within sixty days after receipt of purchase order to MUSC's facility at 77 President Street, Charleston, South Carolina.
The scope calls for a NIRx-NIRSport2 1616 shared-use fNIRS system or approved equivalent supporting neuroscience, rehabilitation, gait, balance, cognitive, and human performance research. The system must support both laboratory and mobile data collection, accommodate multiple investigators and study types, and maintain compatibility with existing NIRx systems used by MUSC collaborators. Technical requirements include minimum sixteen source and sixteen detector channel configuration, modular architecture supporting multiple arrangements, four adult cap sizes with flexible optode placement, a dedicated prefrontal headband, short-channel capability with minimum five bundles, motion sensors, real-time visualization software, and integration capability with external devices. The contractor must provide onsite training within two weeks of receipt and offer a minimum three-year warranty on base units and core hardware and one-year warranty on caps, probes, and wearable components.
The business proposal must include itemized pricing with initial setup fees, monthly fees, and maintenance costs. Evaluation criteria are technical compliance and functionality, security and compliance, implementation approach and timeline, demonstrated experience in higher education, and overall best value. Award will be made to the highest-ranked, responsive, and responsible offeror whose offer is determined most advantageous to MUSC. Offerors must be registered with the South Carolina vendor system and comply with all applicable state procurement regulations and certification requirements. Questions are due September 22, 2026 at 5:00 PM EST. Award notification is scheduled for October 28, 2026.
