About this opportunity

The City of Cedar Park, Texas is requesting proposals for fuel and fuel delivery services to support municipal fleet operations, with proposals due July 30, 2026 at 2:00 PM Central Time.

The scope covers unleaded gasoline (minimum 87 octane) and diesel fuel (Grade No. 2 ULSD, minimum cetane 40) delivery to five above-ground storage tanks across multiple facilities. The City consumes an average of 4,150 gallons per week of unleaded gasoline and 1,000 gallons per week of diesel fuel. Delivery must occur within one business day of purchase request during business hours (7:30 AM to 4:30 PM Monday through Friday), with 24-hour emergency delivery services available upon request.

The contract term is one year from execution with automatic renewal for up to four additional one-year periods. Pricing is based on the daily OPIS Austin, Texas Rack Average for the product delivered, plus or minus the contractor's fixed markup or discount, with price adjustments made daily. The contractor's delivered fuel price shall not exceed the OPIS Austin Rack Average plus or minus the awarded markup or discount for the contract duration. Prices remain firm for the first twelve months; at renewal, price increases are limited to the lesser of the Consumer Price Index or 5 percent, with a maximum cumulative increase of 25 percent of the original unit price.

The City may award to one vendor or split the award among multiple vendors based on best value. Evaluation weighting is 20 percent for proposer experience, 30 percent for ability to perform, and 50 percent for price. The successful proposer must maintain comprehensive insurance: Workers' Compensation ($1,000,000 each accident), Commercial General Liability ($1,000,000 general aggregate), and Commercial Automobile Liability ($1,000,000 general aggregate). Questions are due July 20, 2026 at 5:00 PM. Anticipated award is September 2026. Proposals must be submitted electronically through BidNet Direct, with hard copies also accepted if delivered sealed to the Finance Department.
