About this opportunity

Contra Costa County Capital Projects Management Division, Public Works Department, is requesting qualifications from design-build entities for progressive design-build services on the Fire Station 90 and District 3 Youth Center project, with SOQs due August 18, 2026, and a mandatory virtual pre-SOQ conference on July 21 at 9:00 a.m. PDT.

The scope encompasses design and construction of a one-story Fire Station (approximately 12,822 square feet) and Youth Center (approximately 15,000 square feet) on a 4.68-acre vacant site at Lone Tree Way in Brentwood, California, along with associated site work. The design-build entity must obtain all required permits, operating approvals, and applicable certifications and comply with the California Building Code, Title 24, and Contra Costa County Building Design and Construction Guidelines. The facilities are intended to expand emergency response capacity and provide comprehensive youth development programs for ages 12–18 in the East Contra Costa County region.

The estimated design-build contract value is approximately $43 million. The County's timeline targets completion of Phase I Preconstruction Services and establishment of the Guaranteed Maximum Price by May 31, 2027, with Phase II permitting and construction completed by July 31, 2029.

The County encourages participation from Local Business Enterprises (LBE), Small Business Enterprises (SBE), Minority Business Enterprises (MBE), Women Business Enterprises (WBE), Disabled Veteran Business Enterprises (DVBE), and Disadvantaged Business Enterprises (DBE) but does not establish a mandatory set-aside or participation goal. Contra Costa County has retained Kitchell CEM for Project and Construction Management support services. Written questions are due August 7, 2026 at 2:00 p.m. PDT. SOQs must be submitted by email to Margaret Thorp at Margaret.Thorp@pw.cccounty.us.
