About this opportunity

Collin College is requesting proposals for the Frisco Campus Chilled and Heating Water Loop Extension under a Competitive Sealed Proposal process (FY2026-CSP-059), with proposals due July 28, 2026, at 3:00 p.m., a non-mandatory pre-proposal meeting on July 8, 2026, and questions due by July 14, 2026. Work is scheduled between May 17 and August 13, 2027, pending Board of Trustees approval.

The scope involves design and installation of approximately 540 linear feet of new buried hydronic piping and replacement and upsizing of approximately 370 linear feet of existing buried piping to interconnect the campus's North and East heating and chilled water spines into a unified loop. The project includes two main isolation valve junctions with surface-operated groundhog butterfly valves, permitting, utility coordination, testing and balancing, and all civil and landscape revisions. Three mechanical alternates and one landscape architecture alternate are available as optional bid items. Piping sizes range from 1.25 inches to 16 inches in diameter. The scope serves multiple buildings including the Library, LRC, Alumni Hall, Heritage Hall, IT Center, Conference Center, Building J, Dance Studio, and Music Studio at 9700 Wade Boulevard, Frisco, Texas 75035.

All work must maintain normal campus operations during business hours; planned shutdowns must occur outside business hours with at least two weeks' advance coordination. The contractor bears all costs for site restoration to original condition or better, underground utility identification, and any resulting damages. A geotechnical report identifies tan weathered limestone at depths of 8–17 feet and expansive clay soils in the upper 5–12 feet with potential vertical rise of 2–4 inches. The contractor shall submit a detailed project schedule, identify long lead items (10 weeks or more), and include costs for double shifts and seven-day work weeks if needed to meet deadlines.

Evaluation is based on price (40 points), references (15 points), ability to meet District needs (15 points), historical relationship with vendor (5 points), and relevant factors (5 points). Pricing is submitted as not-to-exceed amounts. Prevailing wage rates apply per Texas Government Code Chapter 2258. Performance and Labor and Material Payment Bonds at 100 percent of contract price are required for contracts of $100,000 or more. Workers' Compensation, Commercial General Liability ($250,000 per person / $500,000 per occurrence for bodily injury), and Business Auto Liability ($250,000 per person / $500,000 per occurrence for bodily injury) insurance is required. The District is tax-exempt; pricing must exclude all taxes.
