About this opportunity

The City of Sacramento is requesting bids for landscape maintenance services on the Franklin Arlington Streetscapes project, with bids due September 22, 2026. The awardee must hold a State of California C27 Landscape Maintenance Contractor license with a minimum of two years' experience on large-scale commercial or governmental projects; subcontracting of maintenance services or pesticide applications is prohibited.

The scope comprises general horticultural maintenance, integrated pest management services, manual and automatic irrigation operation and repair, landscape cleanup, and plant material replacement across designated maintenance sites. The contractor must staff a full-time management representative available during normal business hours, field supervisors on-site during all work, at least one full-time employee qualified for irrigation system repairs and CalSense Smart controller operation, and at least one full-time employee holding a current Qualified Applicators' License or Maintenance Gardener Certificate registered with the Sacramento County Agriculture Commissioner. Services are rendered Monday through Friday, 7:30 a.m. to 4:00 p.m., with Primary Streets work conducted 8:30 a.m. to 3:30 p.m. The contractor must submit a proposed service schedule within fourteen days after award, subject to Inspector approval.

The contract is performance-based; the City's Inspector conducts weekly site inspections and prepares performance ratings. Deficiencies rated "Needs Improvement" require correction within seven calendar days; "Unsatisfactory" ratings require 48-hour correction; "Failure to Comply" triggers a final notice subject to contract termination. Payment is contingent on Inspector verification that services meet contractual standards, and non-performance charges may be deducted from monthly fees. The contractor must maintain emergency response capability with a 24-hour phone line and a maximum fifteen-minute callback; failure to respond within thirty minutes may result in the City engaging another contractor at the original contractor's expense. Traffic control, lane closure protocols, and holiday season work restrictions (Thanksgiving through the first regular working day following New Year's Day) apply to all work affecting public streets and right-of-way. Required licenses and registrations include C27 Landscape Maintenance Contractor License, Qualified Applicator License, Agricultural Pest Control Business License, Sacramento Business Operations Tax Certificate, and State Public Works Contractor Registration, all to be maintained throughout the contract term.
