About this opportunity

The Ohio Attorney General's Office is requesting bids for forensic proficiency testing program services, with responses due September 28, 2026. The vendor must hold active ISO/IEC 17043 accreditation with all required test types included in scope of accreditation.

The scope includes proficiency tests across multiple laboratory disciplines for State of Ohio Fiscal Year 2027: Tenprint Examination (2 tests), Controlled Substance (38 tests), Tetrahydrocannabinol Quantitative Analysis (7 tests), Firearm Comparison (19 tests), Latent Print Examination (14 tests), Questioned Documents (2 tests), Handwriting (2 tests), Gunshot Residue Stub (3 tests), DNA Forensic Biology Screening/STR/YSTR (110 tests with biannual distribution in January and July), and DNA Parentage (1 test). The vendor must deliver all test kits, materials, instructions, chain-of-custody documentation, reporting templates, and final performance reports with blind test designs preventing information sharing.

The initial contract term runs from execution through June 30, 2027, with the AGO holding options to renew annual terms through June 30, 2029. Quotes must remain valid for a minimum of 60 days from the due date. Award will not necessarily go to the lowest price but to vendors offering best value in meeting stated requirements.

Contractors must comply with Ohio standard goods terms and conditions, including obtaining commercial general liability insurance with minimum limits of $1 million per occurrence, $1 million automobile liability per accident, and workers' compensation insurance as required by state law. Goods are F.O.B. Destination with freight costs borne by the contractor. Contractors must certify compliance with trade control laws and sanctions prohibitions. All submissions must be in searchable PDF format through the Ohio Buys platform. The AGO reserves the right to negotiate all terms, reject responses, cancel the solicitation, or amend an existing contract with an incumbent vendor at the bid prices.
