About this opportunity
The City of Raleigh Engineering Services–Fleet Management Operations Division is requesting proposals for towing and recovery services under RFP 274-7235-112, with proposals due July 17, 2026 at 3:30 p.m. EST. The City intends to establish contracts with a minimum of two vendors.
The scope covers pickup, delivery, transport, and recovery of inoperable vehicles from the Fleet Management Operations Division's fleet of approximately 2,500 on-road assets (light, medium, and heavy-duty vehicles, passenger cars, and specialized equipment) to City facilities, vendor repair locations, or state surplus facilities for disposal. The vendor must respond to 20–40 towing calls per month and guarantee service completion within two hours of contact. The contractor is responsible for any damage to vehicles during towing and is subject to liquidated damages for failure to meet service timelines.
Evaluation occurs in two stages. Stage 1 scores proposals on corporate background and experience (20 points), firm financial stability (20 points), project understanding (20 points), project approach (15 points), team experience (10 points), and proposed cost (15 points). Stage 2 may include interviews or demonstrations for up to 5 additional points. The cost criterion awards maximum points to the lowest bidder.
The contractor must demonstrate financial viability through audited, reviewed, or compiled financial statements or a CPA certification statement. Insurance requirements include Commercial General Liability of at least $1 million per occurrence and $2 million aggregate, Automobile Liability of at least $1 million Combined Single Limit, and Workers' Compensation with statutory limits.
Written questions are due June 26, 2026. An evaluation meeting is scheduled for July 24, 2026, with an anticipated selection announcement on July 31, 2026. Proposals require one signed original, one electronic PDF version on a USB flash drive, and five copies.
