About this opportunity
The Florida Department of Agriculture and Consumer Services, Florida Forest Service is soliciting competitive bids to establish fixed-rate Term Agreements for statewide wildfire mitigation services across four geographic regions, with sealed bids due September 30, 2026 at 5:00 PM ET and a public bid opening scheduled for October 1, 2026 at 9:00 AM ET via teleconference or in-person attendance at the Mayo Building in Tallahassee.
Services include forestry mowing, mulching, chopping, vegetation grinding, tree removal, land preparation, and related activities. The solicitation offers three service levels: Service Level 1 (Forestry Mowing, Mulching, and Mastication Only), Service Level 2 (Mulching, Mastication, and Land Clearing), and Service Level 3 (Mulching, Mastication, and Land Clearing with No DBH Restrictions). The Department intends to award up to ten Term Agreements per Service Level in each FFS Region. If fewer than ten qualified bids are received for a given Service Level and Region, awards will be made to all responsive and responsible vendors.
Vendors must submit fixed Maximum Rate Unit Prices Per Acre on Attachment D for each Service Level and Region, with pricing remaining firm throughout the contract duration and including all vendor costs for labor, materials, equipment, tools, transportation, travel, supplies, staffing, insurance, and related expenses. Each awarded Term Agreement runs for an initial three-year period with eligibility for up to three additional one-year renewal terms at the Department's discretion. No guarantee is made regarding quantities or acreages for purchase orders issued under awarded Term Agreements.
Required submissions include the FDACS Acknowledgement Form, completed Price Sheet, three current references from similar projects completed within the last five years, subcontractor list if applicable, and proof of valid certifications, licenses, permits, and compliance documentation addressing lobbying, debarment, drug-free workplace, and vendor certification. Vendor questions are due September 18, 2026, with written responses posted by September 23, 2026.
