About this opportunity

Elderly Housing Management, on behalf of the Marlborough Association for Senior Housing, is soliciting sealed bids from qualified single-prime contractors for comprehensive renovations to Florence S. Lord Senior Housing, a 24-unit occupied senior housing community in Marlborough, Connecticut, with bids due August 6, 2026.

The scope encompasses apartment-unit and common-area renovations including kitchens, bathrooms, interior finishes, lighting, HVAC, electrical systems, mail and package areas, door hardware, and exterior work—insulation, fiber-cement siding, window trim, joint sealants, driveway milling, and asphalt paving. Bidders must submit a base bid lump-sum price, cost breakdowns by division, unit prices for change items, pricing for four allowances (window patching, furring replacement, subbase replacement, and moving/storage), and pricing for fifteen deductive alternates. The contract will be executed on an AIA A102-2017 Owner/Contractor Agreement using a Guaranteed Maximum Price basis with cost-plus-fee payment structure.

Substantial completion and occupancy availability are required by July 1, 2027, with liquidated damages of $500 per calendar day for delays beyond that date. The owner reserves the right to accept or reject alternates within sixty days of Notice to Proceed at bid prices without markup or markdown and to withhold up to five percent retainage from progress payments prior to substantial completion. Retainage will be released upon substantial completion; final payment follows within thirty days of the Architect's Certificate for Payment and the owner's audit of costs. Monthly progress payments will be made based on Applications for Payment certified by the Architect.

Bidders must provide a List of Subcontractors and comply with Connecticut Housing Finance Authority construction requirements and supplemental conditions for state-funded housing development. This project is not subject to Federal Davis-Bacon or State Prevailing Wage requirements. Architectural services are provided by Brian Cleveland Architects.
