About this opportunity

Pierce County Planning and Public Works in Washington is requesting bids on approximately 1,542 linear feet of HESCO Floodline 4836 flood barrier or County-approved equivalent under ITB 2026-ITB-202, with bids due September 2, 2026 at 1:00 p.m. and a question deadline of August 26, 2026. Delivery is required by mid-October 2026.

The flood barriers must be geotextile-lined, welded mesh units measuring 4 feet in height, 3 feet in width, and 15 feet in length. The welded mesh must be coated to ASTM A 856 standards and withstand damage from floating debris. The geotextile component must be heavy-duty, non-woven, permeable polypropylene fabric. All wire materials must conform to BS EN 10218-2: 2012 specifications. Bidders must include all costs associated with delivery in their unit price per linear foot, with freight charged FOB to Pierce County Central Maintenance Facility in Spanaway, Washington.

The initial contract estimate is $100,000 per year. The contract will have an initial one-year term and automatically renew on a year-to-year basis for a maximum of five years unless either party provides 30 days' notice of cancellation. The County reserves the right to add additional funding throughout the contract term. Prices are firm for the first 12 months; thereafter, vendors may request price adjustments based on certified cost changes with 30 days' notice, subject to County acceptance or potential contract cancellation.

All bids must remain open for acceptance for a minimum of 60 calendar days from the bid opening date. Bids will be publicly opened and read via webcast 30 minutes after the submission deadline. Submissions are electronic through Pierce County's E-Procurement Portal at https://procurement.opengov.com/signup. The successful low bidder from a responsible vendor must provide references demonstrating ability to serve Pierce County prior to award and return award documents, including a signed contract and insurance certifications, within 10 days of notification of proposed award.
