About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations on flexible steel delineator posts on behalf of the Maine Department of Transportation, with quotations due June 21, 2021 through the AdvantageME Vendor Self Service system.

The scope comprises 66-inch white posts, 4-inch width, constructed of 0.05-inch flexible steel with convex cross-sectional shape and gloss white powder coat finish (2.75 mils thickness) over thermal diffusion anti-corrosive protective coating. Posts must withstand 100 MPH wind speeds with minimal deflection. Two line items are offered: posts with 4" × 8" white ASTM D4956 Type III retro-reflective sheeting and posts with Type VII/VIII/IX retro-reflective sheeting. Quotations must include bid cover page, debarment form, cost response, municipality political subdivision and school district participation certification, master agreement vendor information, product data sheets, and warranty information.

The Master Agreement Contract runs from July 1, 2021 through March 31, 2023, with two optional extension periods extending through March 31, 2026. Deliveries are expected at MaineDOT facilities in Scarborough, Augusta, Dixfield, Bangor, and Oakfield. All prices must be quoted FOB Destination and remain firm for a minimum of one year of the initial contract period; price adjustment requests require at least 60 days' notice and supporting manufacturer documentation. Delivery orders over $5,000 are processed through AdvantageME; orders under $5,000 may use a State P-Card. The State anticipates net 30 payment terms and is exempt from federal, state, and local taxes on articles not for resale. The State reserves the right not to award to the lowest-cost bidder if documented poor performance or contract termination occurred within the past five years.
