About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids for establishment of Master Agreements for fleet vehicles to serve state agencies and political subdivisions including cities, counties, and school districts, with bids due October 21, 2026 at 1:30 PM ET. Reciprocal preference applies to Kentucky resident bidders as defined by statute; qualified bidders including Kentucky Correctional Industries and nonprofits serving individuals with disabilities receive preferential scoring.

The solicitation covers new and current model year vehicles from Chevrolet, Dodge, Ram, Chrysler, Ford, Hyundai, Toyota, and Nissan. All vehicles must be equipped with air conditioning, automatic transmission, a third key/remote, and cruise control. The Commonwealth intends to award up to five Master Agreements per manufacturer. All bidders must be registered in the Commonwealth eProcurement System prior to submission.

The initial contract period is one year from date of award, with the option to extend for three additional three-year periods by mutual written agreement. Vehicle delivery must occur within 120 hours of purchase order receipt, with free delivery to agencies within a 50-mile radius of Frankfort, Kentucky. Dealers may charge a per-mile Fleet Destination charge for deliveries outside the 50-mile radius, calculated one-way from dealership to destination. Pricing shall be quoted F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise taxes and Kentucky sales or use taxes. Prices remain firm for the first twelve months; increases thereafter require written justification based on industry-wide price changes.

The Fleet Destination charge is the primary evaluation criterion, weighted at 100 points. Bidders offering no delivery charge receive the maximum 100 points; subsequent bidders are scored proportionally based on per-mile rates. Award will use a best value approach incorporating manufacturer qualification and pricing.

Contractors must maintain Commercial General Liability Insurance of at least $1 million per occurrence and $2 million aggregate, plus Automobile Liability Insurance of $1 million per occurrence if contractor personnel deliver vehicles. All bidders must submit required affidavits, tax registration documentation, and proof of compliance with Kentucky employment, workers' compensation, and unemployment insurance statutes prior to award. Written vendor questions are due by 5:00 PM ET on October 9, 2026, with Commonwealth responses provided by October 13, 2026.
