About this opportunity

Saratoga County's Department of Central Services is soliciting bids for a comprehensive fish stocking initiative identified as specification 25-FISH-1. The procurement aims to acquire multiple fish species including Rainbow Trout, Brook Trout, Largemouth Bass, and Fathead Minnows for stocking in various local water bodies such as Kayaderosseras Creek, Spa State Park, Moreau Lake, Alplaus Kill, Dwaas Kill, Heath Creek, Reservoir Pond, Scout Pond, Paul Creek, Sand Creek, Great Sacandaga Lake, and Stewart's Bridge Reservoir. Bidders must provide pricing per fish or per pound, with specific quantity requirements for each water body and species. The bid requires a fish Health Inspection Certificate from private or commercial hatcheries, valid within the past 12 months, and delivery charges must be included in the bid pricing. Sealed bids will be accepted until 11:00 a.m. on March 19, 2025, with an anticipated fish stocking period between March 25 and May 12, 2025. Submissions can be made in person or electronically through the Empire State Purchasing Group website.

The contract opportunity does not explicitly outline specific set-aside designations for disadvantaged enterprises, but bidders must complete several mandatory certifications including non-collusion affidavits, Iranian Divestment Act compliance, and sexual harassment prevention documentation. The Towns of Milton and Wilton have specific budget allocations, with Milton being billed for $7,000 worth of fish and Wilton for $1,500 worth of fish. While the exact total contract value is not specified, the procurement suggests flexibility in final quantities based on available funding levels. Bidders must demonstrate compliance with various state and local regulatory requirements and provide comprehensive documentation to be considered for the contract. Saratoga County reserves the right to reject parts or all submitted bids, maintaining significant discretion in the procurement process. The bid will be publicly opened and read aloud at the specified time, with potential vendors required to meet all specified technical and administrative requirements.
