About this opportunity
The Missouri Department of Conservation, through the Office of Administration Division of Purchasing, is requesting proposals for fish feed supply to nine state fish hatcheries, with proposals due July 30, 2026 at 2:00 PM Central Time via MissouriBUYS.
The scope covers approximately 2.19 million pounds of cold water fish feed annually across five diet types—fry, fingerling, production, broodstock, and medicated—supplied to Montauk, Roaring River, Bennett Springs, Meramec Spring, Shepherd of the Hills, Lost Valley, Chesapeake, Blind Pony, and Hunnewell hatcheries. Feed must be milled no more than 60 days prior to delivery, meet specified nutritional guarantees (crude protein, fat, fiber, ash, and fish protein percentages), comply with FDA Good Manufacturing Practices, and be available in low-temperature extruded (slow-sinking) and high-temperature extruded (floating) formats with sizes ranging from starter mash to pellets and granules. Minimum truckload deliveries range from 6,000 to 44,000 pounds depending on facility, with delivery required within 28 calendar days of order placement during regular business hours (8:00 AM to 2:00 PM Monday through Friday), FOB Destination with freight prepaid.
Historical annual spending is approximately $267,730 to $271,123. The contract period is one year from award with two optional one-year renewal periods on the same terms. The state will award primary, secondary, and tertiary contractors on a per-line-item basis. Vendors may bid on one, some, or all line items and earn pricing based on unit prices multiplied by estimated quantities. The Domestic Products Procurement Act provides a 10 percent price preference for American-made products, and nonprofit organizations for the blind or sheltered workshops may earn 5 to 15 bonus points.
Vendors must achieve "Approved" status in MissouriBUYS (WebProcure/Proactis) and "Spend Authorized" status in MOVERS to be eligible. Business compliance requirements include Missouri tax compliance certification, Secretary of State registration, and anti-discrimination against Israel Act certification. Contractors must maintain financial records for five years and submit monthly invoices due within 30 calendar days.
