About this opportunity

The Missouri Office of Administration, Division of Purchasing is requesting proposals for fish feed to supply the Missouri Department of Conservation at nine hatcheries statewide, with proposals due October 13, 2026 at 2:00 p.m. Central Time.

The scope includes cold-water fish feed in two formulations — low-temperature extruded/expanded (slow sinking) and high-temperature extruded/expanded (floating) — delivered to Bennett Spring, Meramec Spring, Blind Pony, Montauk, Chesapeake, Roaring River, Hunnewell, Lost Valley, and Shepherd of the Hills hatcheries. The estimated annual quantity is approximately 2.19 million pounds. Fish feed must comply with FDA Good Manufacturing Practices and meet specified nutritional guarantees for crude protein, fat, fiber, and ash content, with milling no more than sixty days prior to delivery. Minimum truckload quantities range from 6,000 to 44,000 pounds depending on the hatchery. All deliveries are FOB Destination with freight prepaid; bags must be labeled with milling dates, granule or pellet sizes, and diet identification.

Historical annual spending under the previous contract ranged from approximately $267,730 to $271,123. The contract period extends from award date through one year, with the state retaining the right to renew for two additional one-year periods. Pricing must be firm and fixed for the contract period. Delivery must occur within twenty-eight calendar days of order.

Evaluation is based on lowest responsive total cost across the original one-year term and potential two-year renewal period. Vendors may receive five to fifteen bonus points for utilizing nonprofit organizations for the blind or sheltered workshops, scaled by participation level. All proposals must demonstrate tax compliance with the Missouri Department of Revenue, registration with the Missouri Secretary of State, Anti-Discrimination Against Israel Act certification, and conflict-of-interest compliance. The state reserves the right to terminate for convenience with thirty days' notice or immediately for material breach.
