About this opportunity
The State of Alabama Office of the Chief Procurement Officer is soliciting a bid for a sole-source Congressional Quarterly subscription through the Alabama Buys quick-quote system, with bids due September 25, 2026. This is a sole-source procurement.
The subscription is to be provided under the State's standard quick-quote terms and conditions. Suppliers must register in Alabama Buys and submit responses electronically through the platform. The maximum total contract cost is $25,000, covering the original agreement and any subsequent renewals over a period not to exceed five years. The State reserves the right to conduct cost realism and price reasonableness analyses on all bids.
Suppliers must accept multiple forms of electronic payment at no additional cost to the State. Price escalation requests may be considered if material, labor, or other costs significantly increase through no fault of the supplier, provided increases do not exceed five percent of annual contract cost and are supported by documentation. Foreign corporations must register with the Alabama Secretary of State before transacting business in Alabama. Suppliers must verify enrollment in the E-Verify program prior to award if they employ one or more employees within Alabama, with documentation required within five calendar days of notification. The State is exempt from sales tax. Questions and inquiries should be submitted online through the Supplier Portal. The contract may be cancelled by the Chief Procurement Officer for convenience of the State with as much notice as practicable.
