About this opportunity
The New Mexico Department of Finance and Administration is requesting proposals for Fiscal Agent Services to manage federally and state-funded community programs statewide, with proposals due July 22, 2026 at 5:00 PM MST/MDT via eProNM. This procurement will result in multiple awards creating a statewide price agreement available to all New Mexico state agencies, political subdivisions, and local bodies.
The Fiscal Agent will serve as a financial intermediary handling receipt, disbursement, fund segregation, and reporting of project funds for state agencies, local governments, tribal entities, and nonprofit organizations while maintaining compliance and providing comprehensive financial reporting without assuming legal or operational responsibility for projects.
Offerors must submit independently audited financial statements for the past three years demonstrating a minimum viability ratio of 1.00:1.00 (Total Unrestricted Net Assets divided by Total Liabilities), three organizational references from similar projects within the past three years with completed questionnaires, a detailed compliance oversight policy addressing internal controls and risk assessment, professional liability and fidelity bond coverage, and campaign contribution disclosure. Contractors must ensure equitable access to services regardless of funding amount, project size, or geographic location.
Evaluation awards up to 1,000 points: 200 for organizational experience, 150 for organizational references, 125 each for organizational capacity and internal controls, 100 for budget narrative case study, and 300 for cost. Tax and regulatory compliance, recipient support and equitable service, letter of transmittal, campaign contribution disclosure, and financial stability are pass/fail requirements. Cost evaluation uses a fixed percentage fee formula awarding points inversely to the lowest responsive offeror's proposed rate. The budget scenario for evaluation assumes $3.15 million in combined funding across capital outlay, federal grants, recipient grants, and special appropriations.
The initial contract term is five years with an option to renew for an additional five years, for a maximum total of ten years. Written questions are due July 9, 2026, with responses provided by July 14, 2026. Finalist selection is scheduled for August 10, 2026, with contract awards anticipated August 14, 2026.
