About this opportunity
St. Lawrence County is soliciting proposals for First Mile Last Mile (FMLM) transit service, with proposals due August 6, 2026. The service uses volunteer drivers to transport public transit passengers to and from bus stops within the County's 17-route system serving the St. Lawrence River Valley's five population centers, including SUNY Canton, SUNY Potsdam, and Clarkson University.
The selected contractor must manage scheduling and dispatching trips; tracking trip volume, dates, locations, and mileage; collecting passenger demographic and trip-purpose data; performing bookkeeping and billing functions; coordinating operations with the County's bus operator; and delivering customer service and problem resolution. The contractor must prepare and submit accurate monthly invoices to the County on a timely basis. Passengers schedule FMLM trips 48 hours in advance for pick-up and drop-off locations more than a mile from a bus stop.
St. Lawrence County Public Transit operates 17 routes: three routes serve the universities (SUNY Canton, SUNY Potsdam, Clarkson) seven days per week August through May; two routes provide Friday service; and 12 routes operate Monday through Friday during extended business hours. The Volunteer Transportation Center has held an identical or substantially similar procurement contract within the past five years, establishing the competitive context.
