About this opportunity

The Commonwealth of Kentucky, Department of Military Affairs, is issuing a Request for Proposal (RFP) for firefighter physical examination services at the Wendell H Ford Regional Training Center (WHFRTC) in Greenville, Kentucky. This is a personal service contract procuring comprehensive annual medical services required for firefighters who wear respiratory breathing protection and respond to fire and hazardous material emergencies in compliance with OSHA regulation CFR 1910.146, Army regulation 420-1, and NFPA standard 1582. The scope of work includes thirteen specific medical services: complete blood count (CBC), comprehensive metabolic panel (CMP), lead baseline testing, lipid profile, mercury and zinc testing, chest X-rays with PA and LAT views, chest X-ray readings, urine drug screen (9-panel), EKG with reading, pulmonary function testing, DOT physical examination, and venipuncture blood draws. The medical provider must be located within a twenty-mile radius of the training center and hold current certifications under OSHA CFR 1910.146, Army regulation 420-1, and NFPA standard 1582, which is a mandatory requirement for responsiveness. Currently, there are eleven firefighters requiring annual physicals, though this number may change based on agency needs. All physicals and results must be completed prior to August 30th annually, with final invoices due by September 15th. The RFP was issued on April 30, 2024, with proposals due by 1:00 p.m. Eastern Time on May 7, 2024. Evaluation will assess technical merit (60 points maximum), cost proposal (50 points maximum), and oral presentations or demonstrations if required (25 points maximum), for a total of 135 possible points, with the lowest-priced proposal receiving maximum cost points and remaining proposals scored proportionally.

The contract term is anticipated to run from July 1, 2024, through June 30, 2026, with the Commonwealth holding the right to renew for up to two additional two-year periods. Bidders must submit sealed technical and cost proposals under separate covers with supporting documentation including transmittal letters, completed solicitation forms, required affidavits, and proof of Kentucky business authorization. The cost proposal shall be submitted on the Attachment A Cost Proposal form, with pricing provided for each individual medical service. No set-aside designations or restrictions on organization types responding to this procurement are specified in the available documentation, and no incumbent vendors or current contractors are identified. The Commonwealth reserves the right to request best and final offers, conduct oral presentations with the top five highest-ranking vendors if needed, reject any or all proposals, and negotiate fair and reasonable compensation based on submitted pricing. This contract is subject to approval by the Kentucky Finance and Administration Cabinet Secretary and filing with the Legislative Research Commission's Government Contract Review Committee before becoming effective. No specific award value or budget range is disclosed in the procurement documents.
