About this opportunity

The City of Santa Clara Public Works Department is requesting proposals for design professional services for Fire Training Tower renovations, with proposals due August 20, 2026 at 3:00 p.m. PDT. The project is funded through Measure I, a voter-approved general obligation bond measure; proposers must comply with California prevailing wage requirements under Labor Code Section 1770 et seq. and register with the Department of Industrial Relations prior to proposal submission.

The scope encompasses preliminary engineering, field verification, hazard sampling and testing, cost estimating, detailed design, and preparation of construction bid documents. The 2022 condition assessment identified corrosion and damage to interior stair systems, concrete cracking and spalling, degradation of fire-resistant materials in burn rooms, electrical system exposure issues, drainage deficiencies, and potential building code and seismic vulnerabilities. Design documents must address these findings and incorporate a window covering system for smoke containment and water quality control measures compliant with California Regional Water Quality Control Board standards.

Contract award is anticipated in November 2026, with the agreement term beginning upon execution and terminating within three years unless otherwise modified. The cost proposal will provide detailed task breakdowns with rates and hours but will not be considered in selection; evaluation criteria weighted as follows: Qualifications of Firm (20%), Qualifications of Key Staff and Availability (35%), Project Approach (30%), and Project Schedule and Completion Date (15%). Selection will be based solely on qualifications and weighted criteria; the City reserves the right to accept proposals in full or in part, reject all offers, negotiate with any or all proposers, or withdraw the award if the selected proposer fails to provide post-award documents within specified timeframes.

A non-mandatory pre-proposal conference is scheduled for July 30, 2026 at 2:00 p.m. PDT at Fire Station 2. Questions and objections are due August 6, 2026 at 3:00 p.m. PDT. Oral interviews are expected in late September 2026.

Opportunity text

In 2022, the City completed a comprehensive condition assessment of the Fire Training Tower to evaluate the impacts of long-term exposure to heat, fire, and water, as well as general wear from nearly 30 years of continuous use. The assessment identified deterioration and deficiencies including, but not limited to, corrosion and damage to interior stair systems, concrete cracking and spalling, degradation of fire-resistant materials in burn rooms, electrical system exposure issues, drainage deficiencies, and potential building code and seismic vulnerabilities. Based on the findings of the assessment, the City now intends to advance the project into the design and construction phase. This Request for Proposals seeks qualified consultant services to evaluate the current site, perform necessary hazard sampling and testing, and develop design documents based on, but not limited to, the recommendations of the prior condition assessment, including preparation of plans, specifications, and cost estimates suitable for bidding and construction. This project is funded through Measure I, a voter-approved general obligation bond measure approved by Santa Clara voters in November 2024. Measure I provides funding for the repair, replacement, and modernization of critical City infrastructure and public safety facilities, including fire stations. The project is subject to all applicable Measure I requirements, including use-of-funds restrictions and oversight provisions
