About this opportunity

South Coast Transit Management, Inc. (SCTM), the operating company for the Southeastern Regional Transit Authority (SRTA) in Massachusetts, is requesting proposals for fire system testing and service across three facilities with proposals due September 16, 2026 and award anticipated October 7, 2026. The procurement is subject to Federal Transit Administration (FTA) procurement guidelines, including compliance with FTA Circular 4220.1 and applicable federal clauses for non-construction contracts.

The three-year contract covers Fall River Bus Terminal, New Bedford Maintenance Facility, and New Bedford Bus Terminal. Services include dry sprinkler testing and inspection, fire alarm system testing and inspection, smoke detector cleaning and sensitivity testing, dry drip testing, emergency elevator testing, and emergency repair services. Testing frequency varies by system type; emergency repair services must maintain a two-hour response time, available 24/7. Bidders must submit pricing for all three years along with lead time estimates and hourly labor rates for standard business hours, non-business hours, and emergency response.

Insurance requirements include Worker's Compensation Insurance with Employer's Liability Coverage of not less than $1,000,000 and Commercial General Liability Insurance on an Occurrence Basis with limits of not less than $1,000,000 per occurrence and aggregate. Contractors must provide Certificates of Insurance at contract execution and renewal certificates at least ten days prior to expiration. All subcontractors must be invoiced through the awarded contractor at agreed-upon service rates.

Bidders must submit via email to Casey Cabral at ccabral@srtabus.com with a Uniform Bid Sheet, Standard Company Quotation Form, FTA Clauses certification, and Debarment Certification. Pricing submissions must remain valid for a minimum of 90 days from submittal date. Bidders must demonstrate SAM.gov registration status. SCTM is exempt from Massachusetts sales tax; bidders should exclude sales tax from proposal figures.
