The successful quoter must provide 24/7 emergency service availability with stocked service vehicles and perform semi-annual testing on cylinders, initiating device integrity (firing method), abort, and manual functions for all initiating devices. For standalone chemical controller systems, testing includes controller functions, battery backup, signal verification to the FACP, notification device activation, and Central Station reporting where applicable. Services are performed under supervision of the designated County representative from the Electronic Services & Security Division while the quoter is on-site. The quoter must tag all tanks and control panels with full system certification using the County's test and inspection form, providing one hard copy and one electronic copy (PDF or Word) to the County representative upon completion. Written repair quotes must be provided within an agreed-upon timeframe.
Quote pricing must be fixed unit prices with no escalation clauses permitted, and prices shall remain firm for 90 days from submission. All quoters must be registered in the County's Vendor Self Service (VSS) system and ensure subcontractors are similarly registered before contract finalization. The quoter must obtain a Vendor Registration Account, maintain current certifications and licenses throughout the contract term, and comply with criminal history record check requirements for unescorted access to County facilities. Questions are due August 11, 2026. The County reserves the right to accept or reject any or all quotes and to waive minor irregularities.
