About this opportunity
The City of Edinburg Fire Department is requesting proposals for design, engineering, permitting, and installation of complete, code-compliant automatic fire sprinkler systems at two municipal fire stations, with proposals due October 13, 2026 at 3:00 p.m. and a pre-proposal meeting scheduled for September 30, 2026 at 2:00 p.m. via Zoom. This project is federally funded through FEMA and requires full compliance with 2 CFR Part 200, the Davis Bacon Act, and the Build America, Buy America Act — decision-flipping regulatory constraints.
Station 1 (18,000 sq. ft.) requires retrofit and expansion of an existing partial sprinkler system with overhead coverage and integration of smoke and carbon monoxide alarms into the existing fire sprinkler and alarm system. Station 3 (6,000 sq. ft.) requires a new comprehensive turn-key system with underground work connecting to the existing 6-inch water line on University Drive. The contractor must provide design plans and hydraulic calculations, apply for and pull all permits at no charge, and cover out-of-pocket reinspection fees for failed inspections or missed appointments.
Contractors must be licensed, maintain active SAM registration, and submit their UEI number with proposals; failure to do so results in disqualification. For this project, bid bonds equal to 5 percent of the bid price, performance bonds for 100 percent of the contract price, and payment bonds for 100 percent of the contract price are required. Proof of current worker's compensation, general liability, auto liability, and City protective liability insurance is mandatory.
Evaluation uses a 100-point scale: pricing 50 percent, qualifications and experience 20 percent, years in business 5 percent, team resumes 5 percent, reference letters 10 percent, and past performance evaluations 10 percent. Questions are due October 7, 2026 at 3:00 p.m. Proposals remain firm for 90 days following the deadline. City Council must approve the final contract award.
