About this opportunity

The State of Hawaii Agribusiness Development Corporation is requesting bids for fire mitigation services—land clearing and grass cutting on approximately 14.5 acres in Wahiawa and Waialua, Oahu—under IFB 26-200-010, with bids due August 7, 2026 at 2:00 p.m. and a mandatory site visit on July 29, 2026 at 10:00 a.m. at Uwalu Circle, Wahiawa.

The scope covers two parcels identified by Tax Map Keys (1) 6-5-001-044 (13 acres) and (1) 7-1-002-004 (1.5 acres). Work includes cutting grass, trees, and shrubs low to the ground; treating stumps with growth inhibitor or herbicide such as Garlon or equivalent; and grinding using mowers, excavators, fecon attachments, or brush cutters. All green waste remains on-site for decomposition; no hauling is required. The contractor must comply with Hawaii OSHA requirements and provide appropriate personal protective equipment. A third line item covers unforeseen additional work not to exceed $5,000.

The estimated contract value is $75,000. Bid prices must be all-inclusive of labor, equipment, mobilization, general excise tax, and all incidental costs. The contract term is 30 days from Notice to Proceed, with an option for the Agribusiness Development Corporation to extend for an additional 30 days by mutual written agreement at least 30 days prior to termination. Either party may terminate with 30 days' written notice. Liquidated damages are assessed at $100 per calendar day for delays beyond the required completion date.

Prior to award, the lowest responsive bidder must provide proof of Commercial General Liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate) and Basic Motor Vehicle Insurance ($1,000,000 per accident), with the State named as additional insured. The contractor must also submit Hawaii Department of Taxation and Internal Revenue Service tax clearance certificates valid for six months and comply with Hawaii Compliance Express requirements for workers' compensation, unemployment insurance, temporary disability insurance, and prepaid health care verification.

Questions are due July 31, 2026 at 2:00 p.m., with answers posted by August 4, 2026 at 4:00 p.m. Award will be made to the responsive, responsible bidder submitting the lowest total base bid.
