About this opportunity
The City of Dallas is soliciting bids for a five-year Indefinite Delivery/Indefinite Quantity master agreement for fire hydrants, parts, accessories, flushing devices, and sampling stations under RFB BG26-00030762, with bids due September 11, 2026, and a pre-bid conference on August 18, 2026. The City has established a Small Business Enterprise participation goal of 15.57% under the DRIVE Policy; apparent low bidders must demonstrate good faith efforts to meet this goal or face potential denial of award.
Bidders must be established in the business of supplying fire hydrants, parts, and accessories for a minimum of five years and must provide manufacturer authorization letters. All fire hydrants must conform to AWWA Standard C502 for dry-barrel, breakable-type hydrants and must be Original Equipment Manufacturer standard products from City-approved brands: American Flow Control, Clow, Kennedy, Mueller, U.S. Pipe & Foundry, and EJ (East Jordan). No aftermarket or refurbished parts are permitted. All products must be NSF Standard 60 and 61 certified for potable water compliance.
Pricing shall be submitted as a firm percentage discount or markup against manufacturer pricing, with all costs including shipping, delivery, insurance, and handling included on an FOB destination basis to Dallas. The contract will be awarded by group to the responsive and lowest responsible bidder based on unit pricing and discount/markup percentages. Standard delivery orders must be fulfilled within thirty days; emergency orders require twenty-four-hour expedited delivery. Partial shipments are acceptable, but orders are limited to no more than two shipments without prior approval.
Bidders must submit a $100.00 bid security and complete multiple compliance forms including Business Information (OPS-02), Conflict of Interest Policy (OPS-07), Local Preference Affidavit (OPS-31), and SBE-related forms. The question deadline is August 21, 2026, at 12:00 PM. The initial contract term is five years with potential extension up to 180 days for re-solicitation at the City's discretion. Place of performance is Dallas, Texas.
