About this opportunity
The City of Gaithersburg, Maryland is requesting sealed proposals for quarterly and annual inspection, testing, maintenance, repair, replacement, and installation services for fire alarm, sprinkler, fire extinguisher, and fire protection systems across 15 city-owned and leased facilities under RFP 2026-039, with proposals due August 5, 2026 at 5:00 PM and a pre-submission meeting on July 14 at 10:00 AM at the Department of Public Works.
Minimum qualifications include seven years of experience in similar-scope services, current Maryland Office of State Fire Marshal licensure for both water-based and non-water-based suppression systems, and current City of Gaithersburg fire alarm registration. The contractor must maintain staffed office hours Monday through Friday, 7:00 AM to 5:00 PM, with 24/7 communication capability and a two-hour response time for emergency calls. The scope covers quarterly and annual inspections and testing at 15 facilities including the Activity Center at Bohrer Park, Casey Community Center, Gaithersburg City Hall, and the Department of Public Works; semi-annual kitchen hood suppression system testing at four facilities; and annual fire hydrant testing at two locations. The contractor must file all inspection and repair reports with the Compliance Engine on behalf of the city and pay associated filing fees, which are fully reimbursable with no surcharges.
The contract period runs from July 1, 2026 through June 30, 2028, with three optional one-year renewal extensions by mutual agreement at existing prices. Pricing is submitted on the standardized Proposal Price Sheet and includes fully burdened hourly rates for contract managers, sprinkler technicians, fire alarm technicians, automatic extinguishing system technicians, and helpers; fixed quarterly service charges and annual testing charges per building; semi-annual kitchen hood suppression testing costs; annual fire hydrant testing charges; and itemized fire extinguisher refill, testing, and replacement rates by type and size. Evaluation criteria are weighted as follows: demonstrated understanding of requirements (25 points), scope of work (30 points), qualifications and experience (25 points), and pricing (20 points). Insurance requirements include comprehensive commercial general liability coverage of at least $1 million, workers' compensation as required by Maryland law, business automobile liability of at least $1 million per accident, and employer's liability of at least $1 million per occurrence; the city must be named as additional insured. Questions are due July 22 at 5:00 PM. The city reserves the right to reject any or all proposals, award to multiple contractors, or proceed as negotiated procurement if only one proposal is received.
