About this opportunity

The Texas Department of Criminal Justice is requesting bids to establish a blanket purchase order for fertilizer procurement and application services for Fiscal Year 27, with bids due July 30, 2026.

The scope covers fertilizer products and application services to support landscape and grounds maintenance across TDCJ facilities. The blanket purchase order structure allows TDCJ to issue task orders as needed throughout the fiscal year based on operational demands. Vendors must be prepared to deliver fertilizer meeting specified quality standards and to provide professional application services in accordance with TDCJ's grounds maintenance schedules.

TDCJ reserves the right to award based on the lowest line-item response, lowest total of line-items, or any combination serving the best interest of the State, with consideration given to vendor performance history, quality, conformance to specifications, and other best value factors. Unit prices govern in event of extension errors. Quotes must be made on an F.O.B. destination basis with freight prepaid and allowed unless otherwise specified.

Pricing must be quoted firm for thirty days from the response due date. All responses must be submitted in writing to the designated TDCJ purchaser and must be signed; late or unsigned responses will not be considered. Respondents must certify compliance with E-Verify employment verification, suspension and debarment status, child support obligations, antitrust compliance, and various Texas Government Code provisions related to conflicts of interest, lobbying prohibitions, and discriminatory practices. Purchases for State of Texas use are exempt from State Sales Tax and Federal Excise Tax. All goods are subject to inspection and testing by authorized TDCJ personnel; testing costs are borne by the vendor if products fail to meet specifications. The contract is subject to termination without penalty if appropriated funds become unavailable, and TDCJ may terminate for convenience with thirty days' written notice.
