About this opportunity

The Washington State Health Care Authority is issuing an RFI to identify qualified vendors capable of delivering technical solutions for the Federal & State Interoperability and Prior Authorization Project (FSIPAP), with written responses due August 19, 2026 at 5:00 PM Pacific Time. The RFI is informational only and does not obligate HCA to issue a subsequent solicitation or contract with any responding vendor.

The scope encompasses development of four APIs (enhanced Patient Access API, new Provider Access API, new Payer-to-Payer API, and new Prior Authorization API), consent management capabilities, and conversion of policy and coverage determination content from unstructured formats into Da Vinci FHIR-compliant resources. Vendors may respond with complete or partial solutions addressing either API development or policy transformation components. Solutions must be compatible with HCA's existing FHIR server implemented in 2021 and integrated with the ProviderOne Medicaid Management Information System (MMIS) hosted in Acentra Health's Amazon Web Services environment. The RFI seeks information on solution architecture and deployment models (SaaS, cloud, on-premises, or hybrid), system reliability and operations, functional capabilities for API and directory services, security and privacy compliance with Washington State requirements including OAuth2 and HIPAA, reporting and analytics capabilities, implementation timelines and work plans, and pricing models covering design, development, implementation, and ongoing operations and maintenance costs.

Responses must not exceed 20 pages, excluding cover page, table of contents, and attachments, and must be submitted electronically to RFI Coordinator Jack Kent at Jack.Kent@hca.wa.gov. Two rounds of vendor questions are scheduled: July 22 and August 5, 2026, with answers distributed on July 29 and August 12, 2026, respectively. Responses become the property of HCA; proprietary information must be clearly marked as confidential. The RFI serves as a preliminary vendor identification and assessment phase to inform development of subsequent solicitations and evaluate the market landscape for available technical solutions.
