The Maryland Department of Information Technology is requesting proposals for Ciena optical transceivers and software under the ETDM Last Mile Migration Supplemental Gap 2 project (FC0001947), with proposals due March 16, 2026 at 2:00 p.m. EDT and questions due March 10, 2026. This is a Small Business Reserve (SBR) procurement restricted to certified small business vendors meeting Maryland statutory requirements.

Responses are limited to master contractors currently awarded under the Hardware and Associated Equipment and Services 2012 master contract (060B2490022). Bidders must be authorized Ciena resellers with manufacturer Letters of Authorization and must provide screenshots of Manufacturer's Suggested Retail Price and estimated ship dates for each line item.

The scope comprises eight units each of 10 GIG single-fiber SM SFP+ optics in 40 km and 10 km configurations, six additional units of 10 km optics in two configurations, one Navigator Base software license with enhanced troubleshooting capability (perpetual), and one-year support and managed spares packages for Ciena Global 3924 and 3984 platforms. Delivery is required to 100 Community Place, Crownsville, Maryland 21061. The solicitation includes a manufacturer's extended warranty requirement for support and managed spares packages, with support entitlements created upon purchase order receipt.

Award will be based primarily on lowest price to a responsive and responsible master contractor. Pricing must remain valid for at least 90 days following the due date. One-time items are billable within 30 days of acceptance; annual pricing items are billed on contract anniversary dates. Invoices must be submitted electronically and comply with COMAR 21.06.09.01 and .02. A completed Mercury Affidavit declaring whether offered products contain mercury must accompany all bids.
