About this opportunity
The Pennsylvania Department of Agriculture is soliciting bids for ambulance services at the annual Farm Show scheduled January 8–16, 2027, with bids due August 31, 2026. The award will be a one-year contract with four optional one-year renewal periods by mutual consent, with annual price increases capped at 3 percent.
Bidders must hold a current Advanced Life Support Ambulance Service license from the Pennsylvania Department of Health under Act 45 of 1985; temporary or provisional licenses are not permitted. The scope requires three fully staffed ambulances with two EMT-certified attendants/drivers and five EMT-certified or paramedic personnel distributed across the event dates. Coverage requirements vary: two ambulances on Friday, January 8 (12:00 Noon to 10:00 PM); three ambulances for Saturday, January 9 through Friday, January 15 (including one additional unit for the High School Rodeo on January 9); and two ambulances on Saturday, January 16. Total service hours are 123 hours. Ambulance personnel must check in by 7:30 AM daily, maintain professional conduct, and complete incident logs documenting patient names, addresses, phone numbers, and treatment provided. The vendor must provide three radios for communication between the Emergency Medical Treatment Room and ambulance staff. Liquidated damages of $50 to $100 per incident apply for service interruptions.
The contract is awarded to the lowest priced qualified bidder. Bidders must submit the Worker Protection and Investment Certification Form (BOP-2201) certifying compliance with Pennsylvania labor and workplace safety laws, including workers' compensation, prevailing wage, and child labor statutes. Patients and their insurance bear responsibility for transport payment; the Commonwealth assumes no payment obligation for services rendered prior to hospital arrival.
