Brea Olinda Unified School District is requesting qualifications and proposals for lease-leaseback preconstruction and construction services for the Falcon Academy of Science and Technology Multipurpose Building and Kitchen Project, with proposals due August 24, 2026 and mandatory prequalification applications due August 7, 2026. Prequalification is mandatory; the District will reject proposals from any contractor that has not registered and obtained Conceptual Drawings and LLB Agreement forms. A mandatory site visit and contractor conference is scheduled for August 12, 2026 at 10:00 a.m. at Falcon Academy, 650 N. Apricot Avenue, Brea, California.

The scope includes design and construction of a multipurpose building (approximately 7,100 square feet) and kitchen facility (approximately 1,400 square feet), student restrooms, HVAC, plumbing, electrical, fire alarm and fire protection systems, food service infrastructure, and limited site improvements. The contractor must hold a current California Class B CSLB license and be registered with the California Department of Industrial Relations. Prevailing wage requirements and skilled and trained workforce requirements apply under California Education Code Section 17407.5. The contractor must secure performance and payment bonds equal to 100 percent of the final guaranteed maximum price and maintain appropriate insurance coverage.

The District estimates total construction costs of approximately $11 million and total project costs (including soft costs and approval fees) of approximately $12.125 million. Preconstruction services are priced on a fee basis itemized by major service category, with the final GMP determined following preconstruction completion. The District reserves the right to suspend or terminate if preconstruction fees and/or GMP exceed budget. Preconstruction services commence September 8, 2026; construction begins August 1, 2027, with substantial completion January 2, 2029. Contractor questions are due August 17, 2026 at 12:00 p.m. Contractor selection notification is anticipated September 4, 2026, with District Board approval September 10, 2026. Evaluation criteria include LLB qualifications and experience, preconstruction services expertise, customer service approach, local outreach, skilled and trained workforce plans, subcontractor selection processes, proposed modifications to LLB agreements, preconstruction fees, GMP methodology, and pricing comparison.
