About this opportunity

The New York State Insurance Fund (NYSIF) is seeking proposals for Facility Management & Maintenance Services for its Buffalo Office located in Erie County. The procurement opportunity, identified as RFP 2025-11-RE, involves comprehensive facility management services including mechanical systems maintenance, snow removal, landscaping, janitorial services, minor repairs, and preventive maintenance programs. NYSIF anticipates awarding a single contract with a five-year term to a qualified firm capable of delivering these services. Interested bidders must submit proposals by July 16, 2025, at 2:00 p.m. EST, with all solicitation documents available on NYSIF's procurement website. Potential vendors are required to email any questions to contracts@nysif.com, using the specific subject line "NYSIF RFP 2025-11-RE", and are responsible for monitoring the website for any amendments or clarifications. Bidders must incorporate all amendment information into their proposals, and failure to do so may result in the proposal being deemed non-responsive.

The procurement includes specific diversity and inclusion goals, with a total Minority and Women's Business Enterprise (M/WBE) participation target of 30% and a Service-Disabled Veteran-Owned Business (SDVOB) contracting goal of 6%. While there is no service-disabled veteran set-aside for this contract, NYSIF encourages businesses that may qualify for M/WBE or SDVOB certification to seek additional information through the NYS Empire State Development and NYS Office of General Services websites. The current incumbent vendor for similar services is Gilbert International, Inc., which has been awarded an identical or substantially similar contract within the past five years. Prospective bidders are advised that pursuant to State Finance Law 139-j and 139-k, there are specific communication restrictions during the procurement process, with designated contact persons being Carly Zanotta and Jessica Oswald from NYSIF. Contacts made to other NYSIF personnel regarding this procurement may result in disqualification and potentially impact future governmental procurement opportunities in New York State.
