About this opportunity
The Commonwealth of Massachusetts Executive Office of Energy and Environmental Affairs is requesting qualifications for facilitation and analysis services supporting the Third Assessment of the Electric Vehicle Infrastructure Coordinating Council (EVICC), with proposals due August 24, 2026. All bidders must demonstrate a minimum 1% Supplier Diversity Plan commitment, with 25% of evaluation points allocated to SDP assessment.
The scope encompasses technical analysis, writing support, and facilitation for a comprehensive assessment of EV charging infrastructure needs across Massachusetts. Key deliverables include a 10-year EV demand forecast at census-tract resolution, identification of electric distribution feeders requiring substation upgrades, analysis of charging-hub locations using the LOCUS EV site-selection tool, development of EV adoption scenarios (slow, medium, rapid), support for at least three in-person regional public hearings plus one remote hearing scheduled for January 2027, and compilation of a final Assessment document. The consultant will serve as lead compiler and editor while collaborating with EEA and participating agencies on content drafting. Additional responsibilities include co-facilitating monthly meetings of the EV Charging Industry Advisory Group, managing weekly internal EVICC staff meetings, designing stakeholder engagement strategies, developing an intake system for public feedback, and providing interpretation services for public hearings through EEA's Office of Environmental Justice and Equity.
The estimated contract value is $450,000 as a rate-based contract with monthly invoicing. The performance period runs through June 30, 2027, with one optional one-year renewal, for a maximum 22-month duration. The contract start date is estimated at September 9, 2026 (per Addendum 1). The Third Assessment must be delivered to the legislature by August 11, 2027.
Evaluation criteria are completeness and clarity of approach (35%), qualifications and experience (25%), price (15%), and Supplier Diversity Plan (25%). The bidders' conference is August 4, 2026 at 11:00 AM EST via Microsoft Teams. Questions are due August 7, 2026 at 5:00 PM EST. Oral presentations for selected bidders are estimated for August 28–31, 2026. Bidders must disclose use of AI tools in proposal development; recording AI tools are prohibited in EEA meetings.
