About this opportunity

The Georgia World Congress Center Authority is soliciting competitive sealed proposals for Exterior Landscape Maintenance Services for the Georgia World Congress Center and Centennial Olympic Park through RFP #GWCCA112524RCB. The procurement covers comprehensive landscape maintenance services including mowing, watering, fertilizing, weeding, spraying, edging, mulching, re-seeding, re-sodding, irrigation, and pruning across multiple facility areas. A mandatory pre-proposal conference and site visit is scheduled for December 10, 2024, at 12:30 PM, with proposals due December 30, 2024, by 10:00 AM. The initial contract term is three years with two optional one-year renewal periods. Evaluation criteria will be weighted 70% on technical merit (focusing on experience, qualifications, financial stability, references, and service suitability) and 30% on cost. Required qualifications include providing one experienced gardener with a vehicle on-site five days per week, using electric equipment where possible, and meeting LEED and sustainability requirements. Contractors must submit a 10% bid bond with proposals and will need to furnish a 100% performance bond if selected.

The current landscape maintenance contract is held by Brightview Landscape Services, Inc. at a monthly rate of $38,352.00 for GWCC and Centennial Olympic Park. While no specific set-aside designations were mentioned, the RFP encourages environmentally-preferred practices and the use of electric equipment. The existing infrastructure includes 14 irrigation controllers with 170 zones using Calsense controls, a 16' x 45' fenced storage area in the Green Parking Deck, and approximately 30 pallets of ice melt bags, 18 bulk bags, and 1,100 gallons of liquid brine for snow and ice management. The contractor will need to create a comprehensive irrigation system map, as none currently exists. The contract encompasses approximately 30 acres of landscaped areas, including complex zones with varying load-bearing capacities, water features, gardens, and pedestrian spaces. The contract start date is March 1, 2025, with an estimated annual value potentially exceeding $450,000 based on the current monthly contract rate.
