About this opportunity
The Office of Community Investment and Infrastructure (OCII), Successor Agency to the San Francisco Redevelopment Agency, is requesting proposals to develop, own, and operate 100% affordable rental housing at Candlestick Point North Block 7 in the Bayview Hunters Point Redevelopment Project Area, with proposals due October 8, 2026, at 4:00 p.m. and a pre-submission meeting on August 19, 2026.
The project targets approximately 100 residential units (zoned maximum of 60, but applicants are encouraged to propose higher density) with a unit mix of primarily 1-, 2-, and 3-bedroom units and limited 4- and 5-bedroom units, designed to achieve an average of at least 2.5 bedrooms per unit, on a 35,457-square-foot site in Bayview Hunters Point. Rents must be affordable to households earning up to 60% of Area Median Income, with an average at or below 50% AMI, with tiered income levels targeting Preference Holders (persons displaced by former San Francisco Redevelopment Agency actions and their descendants). All projects must achieve LEED Gold certification or equivalent Green Point Rating of 125 or higher. Applicants must assemble a complete team including a qualified housing developer, property manager, architect, Workforce and Contracting Action Plan lead, and at least one community partner from Southeast San Francisco. The successful developer will enter into a 75-year ground lease with OCII at 10% of appraised unrestricted value (minimum $15,000 annual base rent), with the property transferring to the Mayor's Office of Housing and Community Development as Housing Successor upon completion.
Financing must comply with OCII and MOHCD underwriting guidelines; available sources include low-income housing tax credits, Federal Home Loan Bank Affordable Housing Program funds, state tax credits, and OCII subsidies. The successful applicant must comply with the OCII Small Business Enterprise Program, prevailing wage requirements, and Equal Opportunity Programs. Applicants must submit a $1,000 Offer to Negotiate Exclusively deposit. Questions are due August 27, 2026. Hard copies of proposals are due October 9, 2026, at 4:00 p.m. Applicant interviews are anticipated for the week of November 2, 2026, with Commission consideration anticipated for December 2026 and January 2027.
