About this opportunity
The City and County of San Francisco County Clerk and Digital Services is issuing a Request for Information on Software as a Service solutions to modernize County Clerk services, with responses due September 18, 2026. This is an information-gathering phase preceding formal procurement; no pricing proposals, contract terms, or budget allocation are required or identified at this stage.
The City seeks vendor input on modular, cloud-native SaaS platforms addressing one or more functional areas: online resident applications and appointment scheduling, real-time status notifications and communications, staff workflow management and records management, and reporting and performance dashboards. Current service volume totals 85,431 annual transactions across vital records (40,369), marriage licenses (25,248), marriage ceremonies (8,706), fictitious business names (5,881), and other services. Solutions must integrate with citywide infrastructure including the CityBase/Euna payment platform and Snowflake data platform, comply with San Francisco's Digital Accessibility and Inclusion Standard (WCAG 2.1 Level AA), and undergo cybersecurity risk assessment with comprehensive API access.
The City welcomes submissions addressing the modernization goals in whole or in part and invites joint vendor responses combining technology, service design, and change management. Respondents should include cost estimates covering software, implementation, ongoing maintenance, and service costs for design, user research, and training. Responses should not exceed 20 pages and must be submitted via email to Amanda Wentworth, Contracts & Procurement Manager, at amanda.wentworth@sfgov.org.
A vendor information webinar is scheduled for August 27, 2026 at 11:00 AM PDT via Microsoft Teams. Questions are due August 28, 2026 at 5:00 PM PDT. Showcase invitations will be sent the week of October 5, 2026, with solution presentations the week of October 12, 2026. No geographic restrictions or set-asides apply.
