About this opportunity
The City and County of San Francisco is issuing a Request for Information on citywide integration layer software to inform a future procurement decision, with submissions due September 18, 2026 at 5:00 p.m. PT and a pre-proposal conference on August 19, 2026 at 1:00 p.m. PT via Microsoft Teams. This RFI is informational only and does not commit the City to procurement; responses will not affect evaluation of any subsequent Request for Proposals.
The City seeks technology solutions serving as shared operational infrastructure enabling secure data, event, and business transaction exchange across departments. Required capabilities include APIs, event-driven messaging, workflow orchestration, file and batch integration, and data transformation under unified governance, security, and monitoring frameworks. Respondents must address HIPAA, Criminal Justice Information Services (CJIS) regulations, HUD Homeless Management Information System standards, and California social services privacy requirements. Critical systems requiring integration span Epic EHR, Salesforce-based applications, Snowflake data platform, PeopleSoft ERP, and legacy systems using file transfers and batch processing. The RFI identifies seven illustrative use cases including community-based organization data synchronization and property information integration.
The City welcomes comprehensive submissions, targeted responses addressing specific capabilities, and joint vendor partnerships combining complementary technologies. Responses must not exceed 25 pages, with optional demonstration videos limited to 20 minutes. Showcase invitations will be sent the week of October 12, 2026, with solution presentations scheduled for the week of October 19, 2026.
Future procurement may utilize the City's standard Software as a Service Agreement (P-648), require SOC 2 Type II certification or equivalent, mandate U.S.-based data storage, and include standard City requirements for data ownership, portability, and Business Associate Agreements where protected health information is involved.
Written questions are due August 24, 2026 at 5:00 p.m. PT. Contact Amanda Wentworth at amanda.wentworth@sfgov.org.
Opportunity text
*The RFI attachment has been updated to reflect the correct day of the week for the pre-proposal conference, on Wednesday 9/19/2026. Changes are in RED* Please review the attached document for full details on this Request for Information (RFI). The City and County of San Francisco ("City") is seeking information on technology solutions that can serve as a shared integration infrastructure layer across City departments. The City's goal is to understand the current vendor landscape for enterprise integration, gather perspectives on implementation approaches, and inform a decision on whether to procure a commercial solution, build one in-house, or pursue a hybrid approach. For purposes of this RFI, "citywide integration layer" refers to the shared operational infrastructure that enables systems to securely exchange data, events, and business transactions across departments. The City is seeking technologies that support integration patterns such as APIs, event-driven messaging, workflow orchestration, file and batch integration, and data transformation under a common governance, security, and monitoring framework. This is distinct from analytics or data warehousing pipelines whose primary purpose is reporting and analytics. This RFI is not a solicitation and does not commit the City to any procurement. Its purpose is solely for information gathering. A firm or organization's response to this RFI, or lack thereof, will have no impact on the evaluation of responses to any subsequent Request for Proposals or other solicitation. The City welcomes submissions addressing any portion of the capabilities described herein, whether comprehensive or targeted, and welcomes joint vendor partnerships that combine complementary capabilities.
