About this opportunity
The Southeastern Pennsylvania Transportation Authority (SEPTA), the nation's sixth-largest public transportation provider serving Philadelphia and five surrounding counties, has issued an Expression of Interest (EOI) for an Integrated Platform-as-a-Service (iPaaS) solution to modernize its enterprise-wide integration, automation, orchestration, and API management capabilities. The procurement seeks qualified vendors to provide a cloud-first platform that will reduce time and costs associated with system integration, improve data quality and interoperability, enable reusable integration assets and API catalogs, strengthen integration governance and security, support modernization initiatives and cloud migration, and improve operational visibility and integration reliability. SEPTA's scope of work encompasses integration capabilities with pre-built connectors for enterprise platforms, API lifecycle management and governance, workflow automation and orchestration, data transformation and mapping, security and compliance features including role-based access control (RBAC), encryption, and audit logging, observability and monitoring tools, and support for hybrid cloud architectures. Vendor responses must include company profile information, solution architecture details, technical capabilities covering supported connectors and integration protocols, relevant security and compliance certifications (SOC2, ISO, FedRAMP), a support model with Service Level Agreements (SLAs) and uptime guarantees, and at least three customer references with case studies demonstrating measurable outcomes. Optional submissions should include licensing and commercial model information with subscription or usage-based pricing approaches, estimated cost ranges for mid-sized and enterprise deployments, and cost factors such as connectors, transactions, environments, API calls, and runtime instances. The deadline for submitting EOI responses is Thursday, April 30, 2026, at 2:00 PM ET, with all questions due in writing to Racquel Burden at rburden@septa.org by Tuesday, April 14, 2026, at 2:00 PM ET. Submissions must be no more than 15 pages and directed to Racquel Burden, Senior Contract Administration, with the subject line "EOI - Integrated Platform-as-a-Service - [Firm Name]."
The EOI documentation does not disclose specific set-aside designations, Minority Business Enterprise (MBE) or Women Business Enterprise (WBE) requirements, or local subcontracting preferences; however, these details are expected to be provided in the forthcoming formal Request for Proposal (RFP). No incumbent vendors or current contractors are identified in the available materials. SEPTA's existing technology infrastructure is currently segmented and lacks scalability to integrate multiple data sources, and the agency is undertaking a major Enterprise Resource Planning (ERP) platform implementation with a projected 36-month completion timeframe, which the iPaaS solution will need to support. The organization strongly prefers a cloud-first deployment model with the eventual goal of achieving a fully cloud-based application environment, with specific cloud platform preferences (Azure, AWS, GCP) to be clarified in the RFP. Security requirements, including any federal cybersecurity mandates such as Transportation Security Administration (TSA) directives for public transit or Federal Transit Administration (FTA) requirements, will be detailed in the subsequent RFP documentation. This EOI is issued for information-gathering purposes only and does not obligate SEPTA to issue a solicitation, award a contract, or reimburse costs incurred in preparing or participating in the EOI; specific budget ranges and award values have not been disclosed at this stage.
