About this opportunity

The Albany Pine Bush Preserve Commission is requesting proposals for exhibit evaluation and survey system development and deployment, with proposals due August 6, 2026 at 4:00 p.m. and finalist interviews scheduled August 12–19. The procurement carries a 30% total MWBE goal (15% Minority Business / 15% Women-Owned Business) and a 6% Service-Disabled Veteran-Owned Business goal.

The scope spans four phases: collaborative survey design and planning; testing and refinement including pre-testing, cognitive interviewing, and pilot study; technical development leveraging existing survey platforms with hardware and back-end analytics; and comprehensive documentation including user manuals and technical guides. The survey system must accommodate visitors of all ages and support updates for future exhibit additions. Deployment occurs at the Discovery Center at 195 New Karner Road, Albany, New York, with remote work and hosting on the APBPC website at www.albanypinebush.org.

A central regulatory requirement is COPPA compliance for minors under 13, with verifiable guardian permission gates, child assent protocols for ages 7–17, and data minimization practices. Contractors must provide total project cost, company name, team experience with relevant certifications, past project examples, technical approach, three representative projects of similar scope, and three professional references with complete contact information. Required documentation includes W-9, Certificate of Insurance, New York State Workers Compensation proof, EEO policy, Sexual Harassment Prevention Policy and Certification Form, EEO Staffing Plan, MWBE and SDVOB Utilization Plans, and applicable licenses.

Work commences in August 2026 and must be completed before March 15, 2027. Evaluation criteria are cost, technical expertise, references, and interview performance, with the lowest responsible bidder selected for award. This is not a prevailing wage project. Unsuccessful bidders may request debriefing up to 15 calendar days after Non-Award notification.
