About this opportunity

The Sacramento Housing and Redevelopment Agency (SHRA), a joint powers authority serving the City of Sacramento, County of Sacramento, and their respective housing authorities, is soliciting quotations for executive recruitment services to fill a full-time executive-level vacancy, with quotations due September 11, 2026 at 5:00 p.m. under IFQ #IFQ-2026-079-PS.

The scope encompasses five phases: needs assessment and recruitment strategy development, active recruitment and outreach, screening and candidate evaluation, interview and selection support, and offer negotiation and placement support. The selected firm must provide weekly status updates during active recruitment, develop a qualified candidate pool, conduct reference checks and background verification, prepare written assessments for finalists, coordinate interview scheduling, and provide post-placement follow-up. The anticipated recruitment schedule spans August 2026 through January 2027, with virtual first-round interviews and in-person subsequent interviews.

Respondents must demonstrate a minimum of five years of executive search experience and successful placements for public agencies or similarly complex organizations, with at least three examples preferred. The selected firm must have sufficient staffing to meet the established schedule and ability to conduct regional or national outreach. The selected firm shall provide one replacement recruitment without additional professional fees if the candidate refuses appointment or resigns within twelve months of employment.

Quotations must include firm fixed pricing broken down by recruitment phase: professional fees with a defined payment schedule, advertising and outreach costs, travel and candidate-related expenses, reference and background verification costs, and reimbursable expenses. Quotations must remain valid for 180 calendar days from the submission deadline. Respondents must provide W-9 forms, Unique Entity Identifier (UEI) information from SAM.gov, debarment certifications, proof of commercial general liability insurance, and signed acceptance of SHRA's standard contract terms and conditions. Questions are due September 8, 2026 at 4:00 p.m. The Agency intends to award one agreement but reserves the right to make multiple awards or award specific service components.
