About this opportunity

The Maryland Department of Health, Center for Environmental, Occupational, and Injury Epidemiology and Center for Injury and Violence Prevention, is requesting proposals for event planning services for violence and injury prevention meetings, forums, and workshops, with proposals due August 19, 2026, at 2:00 PM EST (amended from August 12 by Addendum #1).

The scope comprises three primary events between September 1, 2026, and July 31, 2027: the Maryland Violent Death Reporting System (MVDRS) Annual Advisory Committee Meeting in November 2026 (approximately 2 hours, in-person, 40 attendees); the Core State Injury Prevention Program Violence and Injury Prevention Forum in December 2026 (6–8 hours, hybrid format with 60 in-person and 60 virtual attendees); and the MVDRS Workshop Series consisting of 2–4 workshops between January and July 2027 (3 hours each, in-person at various Maryland locations, approximately 20 attendees per session). The contractor must lead planning, coordination, and execution across all events.

Minimum qualifications require demonstration of experience planning at least three professional development events, including one virtual and one in-person event with 50 or more attendees each, supported by references. Indirect costs are capped at 10 percent of total direct costs. Minority Business Enterprises and Small Business Reserves are encouraged to respond.

The RFP does not specify a total contract budget ceiling; offerors must propose total cost on the financial proposal form. The contract term runs through July 31, 2027, with no renewal options. Award will be made to the responsible offeror submitting the most advantageous proposal considering technical factors and price equally under small procurement regulations (COMAR 21.05.07). Proposals must be submitted in two separate volumes—technical proposal and financial proposal—electronically via the eMaryland Marketplace Advantage (eMMA) system. Vendors must be registered with eMMA and acknowledge receipt of all addenda.
