About this opportunity

The City of La Habra is requesting proposals for electrical design and construction services to install a DC fast-charging station at La Habra Community Center, with proposals due October 12, 2026, and a mandatory job walk on September 28. A California Class C-10 license is a hard gate to entry.

The scope encompasses design, permitting, procurement of a ChargePoint CPE250 DC fast charging station with 62.5 kW output (Level 3, or equivalent), electrical infrastructure including a new 75 kVA transformer and main distribution upgrades, conduit and conductor installation, concrete pad and charger installation, and ADA-compliant parking modifications (bollards, signage, striping). Work must commence within five working days of Notice to Proceed and complete within 70 working days. The contract term is one year from Notice to Proceed.

The evaluation criteria weigh qualifications of the firm (30 points), staffing and organization (30 points), and overview and approach (40 points). All offerors and subcontractors must hold California licensure and a City business license prior to starting work. Prevailing wage applies under California Labor Code sections 1770 et seq. The City requires performance and labor/materials bonds each equal to 100 percent of the contract amount, with 95 percent progress payments and 5 percent retention. Liquidated damages are assessed at $500 per working day for performance delays.

The contract structure is firm-price "Not to Exceed." A building permit will cost approximately $2,300. Proposals are limited to 50 pages (excluding cover, table of contents, resumes, and dividers) and must be submitted in four hard copies and one electronic copy. Written questions are due by 3:00 p.m. on September 30, 2026, with City responses by October 5. Contractor selection is anticipated for October 19, contract negotiations by October 26, and City Council award by November 2, 2026. The project is subject to CALGreen, National Electrical Code, ADA accessibility, and Southern California Edison grid-capacity coordination.
